Newly developed Policy 1102 is proposed by the Senior Vice President for Operations and the Vice President for Finance. It is the result of significant work stemming from its associated project under the OneFinance initiative. The purpose of this effort, and the intention of the document, is to create a defined and consistent financial management model across Yale by:
- Emphasizing the importance of everyone’s role in building a culture of financial integrity and stewardship.
- Simplifying and standardizing financial oversight of units by clarifying and documenting financial roles and responsibilities.
- Making life easier by removing ambiguity in financial roles and responsibilities.
- Creating a more unified finance function campus-wide.
This policy, in conjunction with parallel work within the project, aims to accomplish several objectives:
- Establish a clear understanding of the roles, responsibilities, and accountabilities of three key leadership roles (Unit Leader, Finance Functional Leader, and Lead Administrator) with respect to financial oversight and how they will work together in the future to ensure effective and streamlined financial management of the school/unit.
- Formalize that the Lead Administrator receives their financial authority via a delegation of authority from the VP/CFO through the Financial Functional Leader.
- Codify the dual reporting structure of the LA to reinforce its importance, provide clarity, and make it sustainable.

Newly developed Policy 4302 and the related supporting procedures and forms are proposed by Environmental Health and Safety. The purpose and intention of these documents is to establish the proper guidance and governance for student-access shops and tool use safety.
The policy establishes rules to ensure the safe use of tools and equipment in university-operated student-access shops. It outlines the process for creating new shops, the safety standards required for infrastructure, and the protocols for acquiring and using tools. It establishes responsibilities for both students and staff, including mandatory safety training and supervision requirements, to prevent accidents and injuries. It also highlights the importance of conducting safety reviews for undergraduate projects involving hazardous materials or high-risk tools. Reporting procedures for injuries and near-miss incidents are detailed to ensure proper documentation and corrective actions. Additionally, the policy sets protocols for tool use outside authorized shops, such as in research labs or outdoor settings, and defines specific responsibilities for various roles, including shop observers, users, partners, monitors, and supervisors. Overall, this document aims to ensure a safe working environment for all individuals using student-access shops at Yale.
The newly developed procedures further expound upon the guidance set forth in the policy and convey additional direction for appropriate safety standards and conduct in student-access shops, including the classification and appropriate use of tools, in order to promote a safe working environment and mitigate risks. These documents also provide a comprehensive framework for the safe establishment, operation, and oversight of student-access shops at Yale, as well as the use of tools by students both in and outside designated shop spaces. Emphasis is placed on maintaining high standards for safety and security through controlled access, proper supervision, and emergency preparedness of shops. Together, these procedures aim to foster a safe, well-regulated environment.
Finally, the accompanying group of forms related to Policy 4302 focus on the safe operation and management of student-access shops. The forms encompass various aspects of shop management and safety protocols.
