FDP Subrecipient Pilot

Yale has agreed to participate as both a Pass-through Entity (PTE) and a subrecipient in the second phase of the Federal Demonstration Partnership’s Subrecipient Pilot.  The purpose of the Pilot is to determine the usefulness of a standardized subrecipient data repository as well as to reduce the administrative burden associated with issuing a subaward and subsequent monitoring.

The following FAQs will assist the Yale community in better understanding what is expected of all participants in the FDP Subrecipient Pilot.

What does participation in the FDP Pilot mean for Yale when Yale is the PTE?

  • Yale will no longer collect Subrecipient Information and Compliance (SIC) forms from FDP institutions in Cohort 1 and 2 of the Pilot.
  • Yale will collect:
    • A one-page Letter of Intent (LOI) from participating FDP institutions (Cohort 1 and 2)
    • The Scope of Work
    • Budget and Budget Justification

What does participation in the FDP Subrecipient Pilot mean for Yale when Yale is a subrecipient and the PTE is a participant in the FDP Subrecipient Pilot?

  • Yale will no longer complete an institution’s version of a Subrecipient Information and Compliance (SIC) form.
  • Yale will provide to the PTE:
    • A completed one-page Letter of Intent (LOI)
      • The LOI will be provided by the PTE
    • The Scope of Work
    • Budget and Budget Justification

If the PI includes a subrecipient in his/her proposal that is not on the FDP Cohort 1 and 2 list, what  steps must be followed in order to include the subrecipient in the proposal?

  • The department must receive from the subrecipient:
    • A completed and signed Subrecipient Information and Compliance form (Link is located below)
    • The Scope of Work
    • Budget and Budget Justification

Remember:

  • Check the FDP Cohort 1 and 2 listing to determine if the subrecipient is participating in the FDP Subrecipient Pilot
    • If YES, the subrecipient must complete a LOI
    • If NO, the subrecipient must complete a SIC
