Federal Demonstration Partnership Expanded Clearinghouse

The FDP Expanded Clearinghouse site supports an initiative authorized by the Federal Demonstration Partnership to use online entity profiles in lieu of subrecipient commitment forms to obtain necessary information for pass-through entities (PTEs) when they are issuing subawards or monitoring their subrecipients.

Data included on each published entity profile has been certified correct by an institutional official and includes data about the entity’s most recent Single Audit and F&A and fringe benefit rate agreements, as well as suspension and debarment, PHS financial conflict of interest policy status, other compliance-related information, and a wide variety of federal codes (UEI, EIN, CAGE, etc.) that are commonly needed for various types of subawards.

Participating organizations have agreed to review each other’s published profiles in lieu of sending/receiving individual subrecipient commitment forms containing the information posted on their profile. Minor exchanges of data that are transaction/subaward specific (such as an IRB approval, Statement of Work or budget) may still be shared between the pass-through entity and the subrecipient, provided that such exchanges do not require completion of data already appearing on the entity’s published profile.

Whether Yale is the PTE or the subrecipient, the following applies:

When Yale is the PTE, the following must be collected from an FDP Expanded Clearinghouse participant:

  • A one-page Letter of Intent (“LOI”) or a shortened Subrecipient Information and Commitment Form (“SIC”.) The FDP institution can either provide their own LOI or fill out Yale’s SIC. Either is acceptable.
  • The Scope of Work
  • Budget and Budget Justification
  • Any other sponsor-required information

When Yale is the subrecipient and the PTE is a participating organization, Yale will no longer complete that institution’s version of a SIC form but will provide the PTE a completed one-page LOI, if requested. Yale can either provide its shortened SIC to the PTE institution, or if the PTE institution prefers, Yale can fill out the PTE’s LOI.

When Yale is the PTE and the subrecipient is not a participant in the FDP Expanded Clearinghouse, the department must continue to receive the following from the subrecipient:
