All qualified C&T internals and layoffs in the bargaining unit (whether interviewed or not) will require a turndown letter, and a copy will also need to be sent to the Local 34 union office.
- Individuals marked as “Not Qualified” do not need to receive a letter, as they are sent a communication from STARS.
- Contractually, letters are to be mailed to the candidate’s home address, unless prior consent was obtained to use email communication.
- You must be specific in your turndown and explain why your selected candidate was significantly more qualified, based on the requirements posted in the job description.

- Please email a signed copy of these letter(s) to your Talent Acquisition Partner.
All other qualified non-Local 34 Yale internals (M&P, C&T Excluded, Service & Maintenance, Security, etc.), whether interviewed or not, must also receive a turndown letter. These letters can be mailed or emailed. Local 34 should not be notified, as the employees are not a part of the bargaining unit. Please email your Talent Acquisition Partner a signed copy these letters.
Externals who were interviewed should receive a letter from you as well. These letters can either be emailed or mailed to the candidate’s home address, whichever you prefer. The Talent Acquisition Partner does not need to be copied on these letters.
Externals who were not interviewed will receive a communication through STARS letting them know the position has been filled. No need to draft turndown letters for externals who were not interviewed.
It is highly recommended that managers withhold sending turndown communications until the candidate of choice accepts the position and, if applicable, successfully completes a background check.
