Changes to USP policies and procedures

For those University Service Providers (USPs) that do not charge sponsored awards and/or external customers, changes to USP policies and procedures have been implemented. Specifically, the following procedures are no longer a requirement for these USPs, but are a best practice:

Preparing the monthly revenue ledger account reconciliation, and substantiating charges and maintaining specific billing documentation, are still required of USPs that do charge sponsored awards and/or external customers. As a reminder, these USPs are required to be compliant with the monthly revenue ledger account reconciliation as of December 31, 2023. Quality assurance checks will be performed over these required USP procedures.

All other billing requirements as outlined in Procedure 1410 PR.03 are still effective for all USPs, such as timeliness of billing and the proper accounting for discounts.
